Buy a expired or EMD related to the keyword chosen.

Use the Low Comp Service i Mentioned in my Budget SEO Methods! (link in signature) or Blast with SEO Campaign of your own.
Give it up to 1-2 months to rank top 3.
Contact people on linkedin in the specific area you've chosen offering them the ranked spot. Or just wait for someone to buy!
